Constitution Place (Canberra City Centre)

THE PROJECT

Knight Frank Town Planning (KFTP) provided Statutory and Estate Development Plan (EDP) planning services to the Capital Property Group for the redevelopment of Block 35 Section 100. This $330m project is a mixed development of both the future ACT Government Office Building known as Constitution Place, and a mixed use commercial hotel, office and retail precinct.

The prominent site is significant both in size and location given the frontages to Constitution Avenue and London Circuit, and proximity to Capital Hill which is an apex of the National Triangle. The central laneway and public plaza will deliver a high-quality urban design outcome and destination within Canberra’s City Centre.

Our role in this project included;

  • Statutory interpretation and policy advice
  • Providing advice on the interpretation and application of various provisions of the National Capital Plan
  • Preparation of a detailed planning report to accompany a Works Approval application to the NCA
  • Development Application (DA) design and siting reports, including document review and code compliance assessment
  • EDP DA documentation coordination, collation, and submission for approval to EPSDD

UPLIFT

The site was transformed from an at grade uncovered public car park to a world class multi-level office and mixed use office, hotel and retail precinct comprising two above ground buildings over integrated multi-level basement parking incorporating replacement public parking.

KEY LESSONS

The development required multi-jurisdictional approvals from both the NCA and EPSDD. Ensuring documentation was clear on the role of each authority was key to a smooth path to approval. Interfacing with surrounding development was key with frontages to Constitution Ave, London Circuit and the possible future light rail, and Assembly Plaza.
